How to sell pre-construction condos when buyers are afraid of buying a render

In a pre-construction sale, the buyer pays for a unit that doesn't exist yet. Advertising brings them to you, but they reserve when they trust the developer and when the sales rep takes them to a meeting without gaps. Below we cover what depends on the sales team and how to check it within a week.

Why is pre-construction harder to sell than it used to be?

Buyers are more cautious, and banks and regulators ask more of developers. Today pre-construction sales go to whoever responds faster and shows proof earlier that the building will actually get built.

Buyers have good reasons to be careful. El Financiero (2026) describes «phantom pre-sales»: scammers selling units in projects that don't exist, using generic renders or altered photos. In Jalisco, Profeco received 483 complaints against real estate companies between January 2024 and August 31, 2026 (N+, 2026). Your render gets compared with those stories.

Regulators are tightening the rules too. In Nuevo León, a reform to the Civil Code on pre-construction sales (Decreto 178) has been in force since March 17, 2026. Only the holder of a valid construction license, or someone they authorize in writing before a notary, may accept pre-sale payments. If the license has expired or the sales permit was denied, the buyer may withdraw their offer, and the developer must return the money with interest within 60 calendar days.

Slow sales also hurt construction financing. According to Expansión Obras (2026), banks now require clear, verifiable pre-sales before granting a crédito puente (construction bridge loan). The bank reads your sales team's reservation pace as project risk.

What do buyers check before reserving?

A pre-construction buyer wants to know whether you'll finish the building and hand over the keys. Answer with documents and dates. Repeating ad promises doesn't help.

ProofWhat to showWho owns it
Construction progressDated photos and video, a monthly report, a site visitThe sales rep sends it before the meeting, without waiting to be asked
Legal documentsLand title, construction license, permits, sample contractThe sales manager keeps an up-to-date package in the CRM
Developer track recordDelivered projects, their delivery dates, residents willing to talkMarketing prepares it, the sales rep shows it in the conversation

A developer that delivered its previous projects on time gets referrals from its own residents. A new developer needs more proof at every step: a construction report every month, open documents, and a site visit offered from the first meeting.

Explain the contract before the buyer reads about it online. Pre-construction deals in Mexico usually start with a contrato de promesa de compraventa (promise-to-purchase agreement), and ownership only transfers at closing (escrituración). If the sales rep explains both steps upfront, the buyer won't be alarmed when their lawyer brings them up.

How fast should you respond to a pre-construction lead?

Within minutes of the inquiry. Someone shopping for a pre-construction unit contacts several projects at once. The developer that replies first, with something useful, becomes the benchmark the others are compared against.

Harvard Business Review (2011) analyzed 1.25 million leads from 42 US companies. Companies that tried to contact a lead within the first hour qualified it nearly 7 times more often than those that tried an hour later. What counts as a first response is covered in speed to lead.

How many times to reach out

One unanswered call is no reason to close a lead. InsideSales (2021), based on 30 million contact attempts in North America, found that 81% of sales reps make 5 attempts or fewer, while 7 or more attempts produce 15% more conversations.

We reach out on three channels (WhatsApp, phone, email) at different times of day. In Mexico, WhatsApp comes first: calls from unknown numbers without a message beforehand often go unanswered. Every touch needs a reason: a new construction video, an answer to a question, a unit that just opened up, an invitation to the site.

First WhatsApp message after an inquiry
Hi Ana! This is Luis from Residencial Acme. You were looking at the two-bedroom units. We have a few available from [price], with delivery in [date]. Should I send you this month's construction video and the payment plan? Would you rather keep chatting here or have a quick call?

How to build the whole contact sequence is covered in follow-up plan and in the guide how to improve real estate lead conversion.

Statuses that show what's happening with each lead

  • New lead: no sales rep has picked it up yet.
  • First contact attempted: the sales rep tried to reach the lead, no reply.
  • Lead replied: a conversation happened, qualification isn't finished.
  • Qualified lead: budget, timeline, location and payment method confirmed.

Remove statuses like «In progress», «Info sent» and «Thinking about it» from the CRM. They don't tell you whether a conversation happened, and leads pile up in them for months. The next stages are covered in the real estate sales funnel guide.

How do you qualify a pre-construction buyer?

Beyond budget, timeline and location, find out on the first call how the buyer will pay. A buyer can have the income and the intent but not the down payment. If the sales rep finds out at the third meeting, two meetings were wasted.

Three questions to ask right away:

  1. Do they have the money for the [down payment](/en/glossary/down-payment) (enganche)?
  2. How will they cover the balance: own funds, a bank mortgage, or Infonavit?
  3. Do they know about closing costs? At closing, the buyer pays roughly another 7–11% on top of the price.

The last question matters most. In our experience, agreed deals fall apart most often over closing costs. The sales rep hesitates to mention them early, and the buyer hears the number for the first time at the notary. Say it at the first meeting: some buyers drop out right away, and the rest make it to signing.

Do you need brokers to sell a pre-construction project?

Yes. In our experience, about half of pre-construction sales close through brokers. In Cancún the broker commission is usually 4–5% of the price.

Brokers offer their clients the projects they believe in themselves. A developer builds that belief on three things:

  1. The broker sees construction moving. Update brokers on construction progress as regularly as you update buyers: photos, videos, dated reports. If a broker doesn't see progress on site, they won't offer the project.
  2. The broker trusts they'll be paid their commission quickly and in full.
  3. The broker trusts their client won't be taken. If their client later contacts the developer directly, the sale still belongs to the broker.

There's no room for mistakes with commissions. In Nuevo León, brokers publicly complained about developers that went months without paying earned commissions, with some debts dating back to 2023 (El Horizonte, 2025). That kind of reputation spreads fast, and brokers start taking their clients to the project next door.

What a broker channel needs in order to sell:

  • One up-to-date price list and unit availability for all brokers, updated the same day anything changes.
  • Client registration rules and how long a registered client stays with the broker.
  • Commission amount and payment terms in the contract, and payments made exactly on those terms.
  • A separate broker channel report: clients registered, meetings and reservations.

Many developers hand the whole channel to a master broker, who manages the broker network, trains brokers and registers clients. The rules above still apply: the developer should see the channel report directly. How to see what brokers do with your project is covered in the broker channel guide.

When is the problem the price, not the sales team?

Price, floor plans, payment plan and delivery date are the owner's decisions, and some slow sales come down to exactly those. The sales team brings the owner the recorded reasons buyers said no, and the owner makes pricing decisions based on facts.

Without data
«Sales have stalled, the reps say it's too expensive. Let's offer a discount.»
With recorded reasons
«This month we had enough qualified leads and meetings, but few reservations. Most recorded rejections give the same reason: the down payment is too high for the buyer. Price itself rarely comes up.»

Before cutting the price, check the first steps: did every lead get a reply, get qualified, and get invited to a meeting? If leads are lost in the first few days, the discount goes to people who would have bought anyway, and the lost leads still never get a call.

Which numbers should you check every week?

The bank and the owner look at sales pace: how many units sell per month. That number shows the outcome weeks late. You can only manage it through the numbers that explain it.

Weekly control per project
MetricWhere to lookWarning sign
Time to first responseCRM, per leadOver 5 minutes during business hours, or rising week over week
Leads without contact«New lead» and «First contact attempted» statusesA lead without contact for more than one business day
Qualified leads and CPQLCRM and ads managerCPQL rising while cost per lead (CPL) stays flat
Meetings and site visitsTeam calendarMany scheduled, few held
Reservations by channelCRM, in-house team and brokers separatelyA channel has leads but no reservations
Script adherenceCall reviews and chat reviewsThe sales rep doesn't ask about payment method

What lead-to-sale conversion is normal? In our experience, it's 3–5% in Mexico's large cities and 1–2% in tourist destinations. We've never seen more than 10%. The most reliable benchmark is the team against itself, week over week.

Listening to calls and reading chats by hand takes hours. With Sales team control, AI scores every call and chat against the script, and the sales manager sees where deals are lost.

In previous real estate projects, after introducing this weekly table, lead-to-sale conversion rose from 0.5% to 4%, and the share of conversations following the script went from 0% to 85%. Your old database can also produce sales: how to bring back «lost» leads is covered in the lead reactivation guide.

Checklist for this week

  1. For each sales rep, calculate what share of their database they contacted in the last 30 days. For example, if a rep has 100 leads and spoke with 40, that's 40%.
  2. Measure median time to first response, separately for nights and weekends.
  3. Approve the follow-up plan: WhatsApp first, three channels, different times of day, at least 7 attempts.
  4. Remove the «In progress», «Info sent» and «Thinking about it» statuses from the CRM.
  5. Add questions about down payment, how the balance will be paid, and closing costs to qualification.
  6. Build the proof package: this month's construction video, license and documents, delivered projects.
  7. Give brokers one price list and registration rules, and put commission payment terms in the contract.
  8. Record the reason for every rejection and show the owner a summary once a month.

Frequently asked questions

How do you sell a pre-construction condo fast?

You need four things. The project is fully ready to sell and the sales team has every material it needs. Ads are optimized for qualified leads, or for sales directly if volume allows. There's recent construction progress to share with the buyer. The sales team knows how to move the buyer through the funnel and responds to every inquiry as fast as possible.

How do you sell pre-construction homes as a new developer?

Show more proof than experienced competitors: monthly dated construction reports, the license and other documents, site visits, and a contract the sales rep explains personally. Referrals from residents come after your first on-time delivery.

Do real estate portals work for pre-construction sales?

In the markets where we've worked, portals delivered weak results. Your own ads with fast response, the broker channel, and referrals for a developer that delivers on time sell better.

How do you sell out a residential development faster?

Check sales pace once a month, and every week the numbers that explain it: response time, database coverage, qualified leads, meetings and reservations by channel. That way you see where sales are stalling before the bank does.
